  经济危机剧本 - 选民国开局，如何破局

  国家正常运转的两个要素：电力、建材，我们逐一解决：① 解决电力：以大城私人用地的耗电量预估，建设3000万的发电量比较稳妥。1. 开局后让时间走到1929年12.31日马上暂停，让可以收的税都先收了，金钱有400万可以用于最初的建设。2. 查找有燃油的地方-资源-战略资源-燃油：发现全国这六个地方有燃油存储。为什么不用煤？虽然煤矿多，但因为煤的产量暂时很少，等到开发好了，才用煤电。4. 然后找到仅有的两座油田，玉门油田和延长油田，由于油田产出的是石油，需要蒸馏才能成为燃油，所以先建设石油蒸馏厂（需要电才能蒸馏），再建设燃油发电厂，就能在下月1日通电后蒸馏出燃油给电厂发电了。5. 大城市的炼油发电厂，能补上电力最后的缺口。由于发电厂是需要本地资源，但炼油厂不需要。所以既能炼油又能发电的炼油发电厂，可以自动把石油拉到本地，然后在本地炼成燃油，然后发电。既能给炼油发电厂自己用，多出来的燃油还来多供给给其他电厂。如广州、重庆、青岛、天津、武汉等地：6. 经过一轮电力建设，全国的总装机量达到 3600万+，短期能只要石油供应稳定，电力就稳定了。但要注意上述第二点几个有燃油储量没有生产量的城市，在燃油用完之前，记得运输燃油过去，或者放弃这几个电厂。② 解决建筑材料问题：建筑材料包括砖块、水泥、钢筋和玻璃，砖块和水泥比较简单，只要石灰石和炉渣够就好。炉渣源于炼铁、燃煤发电。我们主要讲钢筋和玻璃：1. 建设联合建材厂，在高级工业地块都有，建议在大城市建设一两个即可，砖块、水泥、钢筋和玻璃，一厂搞定。2. 钢筋 = 钢材 + 防锈漆，钢材由炼钢厂所得。最难搞的就是防锈漆，因为防锈漆的生产需要三级科技才能研发，但民国只有2级科技。这里的破局核心在杭州：杭州的综合化工厂可以生产防锈漆，但是需要6400玻璃。3. 生产玻璃：玻璃 = 石英 + 石灰石 + 纯碱，纯碱厂的建设需要【炼天然碱】的科技。专利、论文、工程师如何获得？在城市里建设 - 军事设施 - 军事工程学院就能大量生产量，专利和论文也会提高本国的科研教育实力。4. 升级了【炼天然碱】，建设制碱厂，就能生产玻璃，生产了玻璃就能在杭州建设综合化工厂。这样大多数的化工品都能小规模生产了。把杭州的等级升高，产量就大。国家就能正常运转起来了。5. 保障了电力和建材之后，抓紧时间研发科技。
